About Us
The County Veterans Service Officers Association of Florida (CVSOAFL) is a professional organization dedicated to supporting and advancing the work of County Veterans Service Officers (VSOs) across the state of Florida.
Founded to unify the efforts of local veteran advocates, CVSOAFL serves as a voice for Florida’s 67 counties, promoting best practices, consistency in service delivery, and collaborative problem-solving to ensure that all Florida veterans and their families receive the benefits and support they have earned.
We are committed to building strong relationships with the U.S. Department of Veterans Affairs, the Florida Department of Veterans’ Affairs, and numerous community and state partners to advocate for policies and resources that enhance the quality of life for Florida’s veteran population.
Through training, legislative engagement, and peer networking, we empower County VSOs to serve with knowledge, integrity, and compassion, ensuring that no veteran is left behind.

What is a Veterans Service Officer?
A Veteran Service Officer (VSO) is a trained, accredited professional employed by a county to assist veterans, survivors, and dependents in understanding and accessing benefits through the U.S. Department of Veterans Affairs (VA), the State of Florida, and other programs.
VSOs serve as trusted advocates—offering personalized, confidential assistance to help navigate complex eligibility rules and claims processes.
Unlike claims agents or attorneys, County VSOs provide these services free of charge.
What Does a Veteran Service Officer Do?
Veteran Service Officers play a critical role in supporting the veteran community. VSO responsibilities include, are not limited to:
- Assisting with initial claims and appeals for VA benefits, including disability compensation and pension.
- Assist veterans with applying for VA healthcare and provide information and assistance with other VHA programs such as the Caregiver’s Program.
- Helping survivors apply for Dependency and Indemnity Compensation (DIC) and burial benefits.
- Educating veterans on state benefits, including property tax exemptions and tuition waivers
- Referring veterans to services such as housing support, employment assistance, and counseling
- Advocating for veterans at VA hearings or reviews, when needed or as requested.
- Participating in outreach events, resource fairs, and veterans’ ceremonies
Their work ensures that veterans receive timely, accurate, and compassionate support that is rooted in respect for their service.
